Nigeria is starting a fresh licensing round to plug revenue leakages by local mobile network operators (MNOs) and cartels allegedly involved in independently monetising international short messaging service (SMS) and paying for traffic to “foreign entities” obscured from the industry regulator, the Nigerian Communications Commission (NCC) says.
